Your engine builder should be able to supply the info you are looking for but in reality you should just gear for best lap times.
A WKA blueprinted engine should be in the 5800 to 6200 rpm range.
A WKA gold plate should be in the 6200 to 6800 rpm range depending on the track configuration.
Small tight tracks usually require more rpms and large no lift tracks require less rpm

Same answer.
Just gear for the best lap times the gearing will be different for different length and shaped tracks.
The peak torque will be in the same area for both of the motors you are asking about. That is somewhere around 3600 to 4000 rpms.
You will never want to gear the motor for a max of 4000 rpms
You will always gear for a higher #. How much depends on the track.
I can't tell you the rpm for peak HP on a gold plate LO 206 but for a blue plate LO 206 peak HP is also around 4000 rpms
